Founded in 2014 as an enterprise fund of the Otoe-Missouria Tribe, OM-3 has grown from its humble beginnings in managing tribal projects in its early stages to managing multimillion dollar construction projects today.

JOHN SHOTTON, CHAIRMAN
In the course of just 15 years with his founding of the Otoe-Missouria Development Authority (OMDA), Mr. Shotton has led the Otoe-Missouria Tribe from no external operating entities into a diverse, $150+ million business enterprise. The enterprises include gaming, construction, banking, cannabis, pay-day lending, propane, farm & ranch and many other business units. As Chairman of both the Otoe-Missouria Tribe, as well as OMDA, Mr. Shotton's primary role with OM-3 is overall strategic guidance, planning, and finance.
TOM HARJO, PRESIDENT
Over the course of his career, Tom has been involved with around $1 Billion worth of projects. As President, Tom is the glue that ensures all spokes are aligned and moving toward quality completion of client projects. His in-depth knowledge of the whole of the construction business, from the pounding of nails, to managing schedules, to ensuring the numbers fit, ensures that clients come away delighted with the outcome.
LESTER HARRAGARRA, VICE PRESIDENT, PROJECT MANAGEMENT
Through the course of his career, Lester has been involved in all facets of construction, projects, and management. Lester got first started in project management while working the first half of his career at Oklahoma Department Of Transportation. All told, Lester has been involved in several billion dollars’ worth of construction, development, and oversight of various projects.
BRUCE BARNETT, VICE PRESIDENT, DEVELOPMENT
Bruce’s exposure to deal development dates back to his early years as an entrepreneur with Randy Cusher, Inc. Since then, Bruce has been in the front of negotiating multi-million-dollar deals and act as an interpreter of dreams. Bruce’s primary responsibility is to truly “listen” to our client’s vision, convert that vision into pictures and numbers, and ultimately, turn the vision into a living, breathing reality.
REBECCA BARTLETT, GENERAL COUNSEL
As General Counsel, Rebecca dots the I’s, crosses the t’s, and most importantly, ensures that everyone involved in OM-3 projects are on the same page with expectations of dollars, changes, and outcomes.
IKE MAMOTMOMINOV, CHIEF FINANCIAL OFFICER
Ike has been involved in numerous construction projects, including most recently the reconstruction and remediation of a multi-million-dollar licorice production facility in Bukhara Uzbekistan. As the Chief Financial Officer, Ike’s primary areas of focus are managing the finance side of GC/ Sub relationships and banking relationships to ensure the dollars flow to create project flow.
DAN BAHN, EXECUTIVE VICE PRESIDENT
Dan was first exposed to the construction industry while at KPMG back in 1993, working with large construction general contractors in the Minneapolis St Paul market. Over the course of his career, Dan has been involved in more than $1billion of construction and development projects. Dan’s primary areas of focus are project finance, feasibility, and risk management.
